Mark E. Briggs is Vice President & Director of Finance and Investment, Parsons Brinckerhoff. With nearly 40 years of experience, Mr. Briggs is one of the nation’s leading experts in public finance and public-private partnership structuring. His experience in working with the private sector includes work on more than 200 public-private partnership efforts across the nation. The majority of those partnerships involved tax increment and other local financing programs. Mr. Briggs provided extensive on-going technical assistance to a number of cities and redevelopment agencies to evaluate and create economic development programs. Current transportation-related financial advisory projects have included work for the North Carolina Department of Transportation, the Nashville Metropolitan Transit Authority, South Florida Regional Transportation Authority, Utah Transit Authority and Valley Metro in Phoenix, to name a few. Prior to joining Parsons Brinckerhoff, he brought more than $1.5 billion in public resources to programs and projects implemented across the country, including California, Texas and Florida.
