Andrew Frey brings more than 20 years of experience across the public and private sectors spanning real estate development, land use and zoning, urban planning, acquisitions and dispositions, asset management, and public-private partnerships. At JLL, his focus is on serving public-sector clients and private-sector clients doing business with the public sector, including government entities, transportation agencies, higher education institutions and healthcare providers, leveraging his extensive industry expertise and established relationships to support JLL’s continued growth across the region’s real estate landscape. He is based out of JLL’s Miami office.

Prior to joining JLL in June 2026, he led a team of more than 40 professionals in his role overseeing the City of Miami’s commercial real estate portfolio and related activities, including development, acquisitions, dispositions, property management, asset management, and public-private partnership initiatives. 

Before joining the City of Miami, Andrew held senior development roles with AJ Capital, Crescent Heights, Fortis Design + Build, White Oak, and Tecela, where he managed projects through all phases of the development lifecyle, from market analysis, financial underwriting, and site acquisition to design, entitlements, captial sourcing, construction, stabilization, and disposition. Earlier in his career, he practiced zoning and land use law at Akerman and Gunster and worked as an urban planner with the Cambridge Housing Authority, providing him with a comprehensive perspective on the real estate industry. 

Andrew earned a Juris Doctor from the University of Michigan and a bachelor’s degree from Boston College. An active member of the community, he serves on the board of the University of Florida’s Bergstrom Real Estate Center, was appointed by former Florida Governor Rick Scott to the board of the Tri-Rail and has held various leadership roles in ULI Southeast Florida/Caribbean’s District Council. Additionally, he has lectured on real estate and architecture at Harvard University, Yale University, Boston College, University of Miami, and Florida International University.
